In most cases, you can get a second FASTPASS when the *earlier* of one of the following two conditions is true:
1) 120 minutes has elapsed since the time you got your first FASTPASS.
2) Your first FASTPASS start time arrives.
So, for example, suppose you grab your first FASTPASS (for Pooh) at 9 a.m. It has a return time of 9:35 a.m. At 9:35 a.m., then, condition (2) above is true, and you can get a second FASTPASS. (FWIW, you can get that second FASTPASS even before you ride Pooh, too.)
Suppose you decide to defer riding Pooh for a few minutes, and you go to Peter Pan. You get a FASTPASS for Peter Pan. Alas, the FASTPASS return time is already 3:15 p.m. But it's only 9:40 a.m. now. When can you get your next FASTPASS?
The answer is that you can get your next FASTPASS at 11:40 a.m., when condition (1) will be true. Most attractions (Peter Pan included) make you wait two hours before getting another FASTPASS.
The only exceptions to this that I know of are the Jungle Cruise, Haunted Mansion and Tower of Terror. For the JC and HM, you can get a second FASTPASS five minutes(!) after you get a FP for one of those attractions. For the ToT, it's 60 minutes. These are the only deviations from the 120-minute rule I'm aware of.
