ADA has allowed for dogs or miniature horses as service animals for years, so it actually isn't that odd.
Actually I found this online! This is great news for my friend. I didnt find any info on dining, but I will call for sure.
Service Animals
We value all our Guests with Disabilities and service animals are welcomed at most locations throughout Walt Disney World theme parks and Resort hotels.
At Walt Disney World Resort, a service animal is a dog or miniature horse that is trained to do work or perform tasks for, and to assist, an individual with a disability.
Service animals should remain on a leash or in a harness and under the control of the owner at all times.
Due to the nature of some attractions, service animals may not be permitted to ride. At these locations, please ask a Cast Member about available options, including
Rider Switch with a member of your party or a portable kennel.
Service animals are not allowed in the water—including water features and fountains—or closer than 4 feet to the water on wet decks.

Service Animal Relief Areas
Service animals are welcome to use any open outdoor area for relief as long as the owner picks up after the animal and leaves the area clean. Relief areas include the theme parks, Resort hotels and other Guest areas. Additionally, for your convenience, we also offer the following designated areas in our theme parks:

- Adventureland: adjacent to the Pirates of the Caribbean
- Frontierland: near the Big Thunder Mountain Railroad
- Liberty Square: behind the Liberty Tree Tavern
- Fantasyland: near the Walt Disney World Railroad
