Are late-October lines manageable without "Fast Pass"?

Please forgive my unfamiliarity with Universal generally and with Universal terminology in particular (we are Disney-only veterans). My question is whether, in late October, the lines in the two Universal parks are manageable even without the benefit of the "Fast Pass"-like benefit that people who stay on-site get. I am asking because we are considering visiting the parks but not staying on-site.

Lines in the park will be managable on the days that Hhn will not happen

Monday and Tuesdays

Could be Wednesday and Thursday might be fine on the line waits

Friday, Saturday and Sunday will have Hhn and crowds could begin t in the afternoon
Many hit the parks hours prior to the 5 closing at the studios to take in the rides

You can use single rider lines and cut the wait time from the regular lines

If you feel you need express you can buy them while in the park that day
