Are kids under 3 charged for character meals

I know if you are under the DDP a child under 3 is not charged at a buffet/ character meal and just eats off of a parent's plate. What about if you do not have a DDP, do you need to end up paying for a child under 3?

Children under the age of 3 are free at the Character meal buffets, no matter what form of payment you use. (DDP or cash)
