The free DDP was/is a marketing tool for Disney to rent full priced resort rooms during what was a very storm prone and historically slow booking season. There is no advantage to Disney to offer the free DDP to DVC reservations, as they are prepaid (except for dues) for the life of the contract. It will not generate any new revenue for point reservations like it does for the regular cash resorts, except for any cash bookings at DVC resorts that may be made through CRO. Annual Pass discounted cash rooms, in fact no discounted rooms (except perhaps AAA), can get the free DDP.
The only way for a DVC member to get free dining is to do what everyone else does. Pay rack rate, include tickets and do it during the free dining sign up period.
I haven't seen that on the DDP board, and I don't see anything on the Rumors board -- where did you hear that?
The UK folks had to buy park tickets for each day of their stay, I think, rather than just one day. Disney also offered it on the "Bounce Back" promotion, I think under the same rules they've followed the last two years.
I'd be surprised if they didn't offer free dining again this year, but who knows? Maybe with no hurricanes this past year, their bookings may be strong enough they don't think they need it.
