Are balloons available in the parks right now?

I don't think I've seen any balloons in photos of the reopened parks, are balloons available right now?

I saw balloons at Disneyland yesterday.

Funny story. I asked the cast member if I could take a pic, and he said yes, so as I was trying to take the pic the wind was blowing the balloons sideways (more so than the first pic below). The cast member and I were joking and I looked up at the balloons, and said, "Okay, Please stay still." The breeze slowed, the balloons went up, and I took a picture, then the breeze blew them to the side again. We laughed and I told him, "That Disney magic."

Considering one of the iterations of theme park guidelines said no balloons, I get where this came from. But ultimately that rule was removed before the parks opened.
