Are baby wipes considered a liquid?

I've been looking for an answer to this all day, I've checked my airline site, the TSA site, and a couple travel sites. I can't find anything specific.

Are baby wipes considered a liquid? How about make up remover wipes? Can I carry a purse-pak of each in my carry on without needing to fit them in my quart-sized bag? Thanks to anyone who can help me with this!
 
We didn't have any problems with baby wipes last July or this past February on the airplanes. Don't know about the others. If you have a baby you don't have a choice about bringing on baby wipes.
 
Just flew this weekend and had the wipes in the diaper bag, didn't need to put them in the ziplock. This was our first time flying with our 6 month old and it was a piece of cake, security seemed to go out of their way to help us.
 
No wipes (of any kind) aren't considered a liquid.

I've taken both hand wipes and small packages of baby wipes and never even declared it and it's never been an issue.
