Are annual pass rates on hotels always available at Universal?

Are these rates just offered at certain times or are they always available? I'm trying to decide whether to buy an annual pass or not.

They are generally available. The only times they may not be are at Christmas and Spring Break.

I believe the amount and availability of APH rates are a direct reflection of forecasted occupancy.
