Are 14 year olds counted as adults now?

I know years ago Disney had a Juniors for the teenage years till you were 17 or 18,but shouldn't 14 year olds not be counted as a adult?I am running some numbers and it seems like the package with hoppers is the same.Does anyone know if teenagers are priced different?Any help would be great.Thanks
 
A Disney "junior" is a child that is 10 or over, thus requiring the adult tickets and dining plan, but younger than 18, so that there is no "extra adult" room fee. Tickets are classified as child, ages 3-9, and adult, 10+. When using a Disney dining plan, any guest 10+ is considered an adult.

A teenager is not going to add the minimal "extra adult" fee to your room, but you pay full price for teen tickets and dining.
