IS this avail yet at DLR? I have googled and searched but only see old threads from 2015.

There is no mobile pay at any Disney operated location at DLR. The last update was a comment on the blog that they had no plans to bring it to DLR. There may be some places using mobile pay DTD. I'm pretty sure I've seen the logo at Jamba Juice and Uva Bar.
