Honestly, it is going to depend on your server. Our server at LeCellier told us we could substitute dessert for appetizer. We didn't but she did offer it as an option.

Since your question was regarding switching entrees for appetizers, not desserts... I would assume you can. If you wanted to have a smaller portion, and have an appetizer but still use the TS for that, I don't see why they wouldn't allow it.
This is true of switching appetizers for desserts. However, I have seen posters report success in ordering an appetizer in place of an entree - but it seems to be a one-one switch (you don't get more than one appetizer).
