that is the minumum age for booking a room at the universal hotels.

FWIW, Loews has told that it doesn't matter who in the room has the AP, as long as one person listed as an occupant has one. My then 8 year old has qualified friends travelling with us for the APH rate. All with Loews full knowledge and actually at their suggestion on how to do it.
