AP upgrade and TiW at Disney Springs?

I need to upgrade my partially used FL resident ticket to an AP and then purchase a tables in wonderland card. Can I do both at Disney Springs? We are arriving Friday evening and would like to pick up TiW before dinner that evening.

There is a Guest Relations Location in the Welcome Center at Disney Springs where you can do the upgrade and purchase a TiW card.
