If I buy tickets from UT and decide to upgrade to an annual pass once I’m at the park, will Universal let me keep the discount?

I’ve read that you could, but the post were older and I wanted to make sure they still allow this.

Yes. Universal doesn’t know how much you paid for the pass. You are charged the difference between the cost of what you have vs what you want.
