Ap question

so i called disney today and asked about annual pass for this dec. the cm said since i already bought my base ticket we couldnt upgrade to ap now. We would have to wait till we arrived in dec.? Is this true? Also i asked about if it was true that now anybody could make payments on annual passes, not just florida residents. She said she thinks that is just a rumor. Anyone have any luck with this or is it just a rumor? Thanks

For once, a phone CM gave out correct information. The monthly payment plan is still FL residents only, and ticket upgrades can only be done in person.
