I have been toying with the idea of getting AP for UO, we have had Disney AP for about 10 years now, but I would love to be able to visit UO more often. Here's my question:
For reasons that would be too hard and long to explain, even though I live here in Orlando I don't have a Fl ID (no license or ID card) I do have my passport and my bills with my name and address where I live here in O-Town, that's how I am able to get a Fla resident AP at WDW.
Are the rules the same for Fla res. AP at UO or do you have to have a Fl ID?
Also if I buy a regular, non Fl resident annual pass. Can my husband by our 2 kids a Fl. resident AP (he does have a Fl license)? Even if he's not buying a pass for himself? Would they ask for FL id for the 2 kids? They don't do that at WDW.

Adults have to have a valid FL ID to get the FL resident rate on tickets or annual passes. The kids would be fine w/o an ID and your husband could get the FL resident rate.

My mom just had her car registration with her and they let her get a florida annul pass no problem. She is a GA resident for all intents and purposes because I am under 25 years old and accepting the HOPE scholarship. However... her car is not. Dad also had his FL license with him so they had no problem. Even if not I think universal only discounts the tickets like 15 bucks or something. Wouldn't hurt to ask!
 
Just wanted to give you guys an update: I bought our Fla resident AP at AAA went to UO to get our tickets and they did it with no problem. Just showed my Venezuelan passport and my bank statement with my name and fl address. So I am now the proud owner of a UO AP Yay!!
