AP question about blockout dates

Due to cost we will be downgrading our AP from Platinum to Silver FL resident pass. I know you cannot visit the parks on blockout days but was wondering could you still use your AP discount if you were at a retail location or restaurant on a blockout day? Also when things return to normal could you still visit a resort on a blockout day?

1. Yes.
2. You do not need to have any kind of park ticket in order to visit a resort.
