Ap holders question on resort reservation

Hi all.. A girl that I work with is an AP holder and had a reservation for PFQ for 3/18- 3/25 07. Last week i gave her the Ap code and she called to apply it to her reservation, she was told it was not available for her resort. She was told she had to book ar POR for the discount, I have'nt told her the food court is closed yet but will have to give her that info tommorrow. Is this a common occurence to fill the resorts that have rehabs and that people may not want to stay at? Should she call back and try again? Any ideas or advice on experiences would be appreciated
 
No...there are just a limited number of rooms available at the AP rate at each resort. The code has been out for a while. Chances are, with the construction at POR, others have just booked all the available AP rate rooms at POFQ first.
 
The same thing happened in December to a lot of people who had booked WL and hoped to have the AP discount applied. When the AP discounts came out, there was very little discounted availability at WL, and there were a lot of upset people.

It's a tough choice between booking early and hoping to apply the discount, and not booking early, so there will be enough empty rooms for Disney to warrant giving a discount.
