I know that out of state residents need to pay in full for APs at time of purchase. However, my coworker emailed guest services about upgrading his 3 day ph to an ap. Via email he was told he can make a down payment of $150 (think that’s what it was) then make monthly payments. Question is - do you know if this accurate info? I’m guessing the CM was thinking CA resident rules even though my co-worker said he mentioned in the email he lives out of state.

The CM just gave California information. It's possible your coworker did not specify he is out of state or asked specifically about payment plan and the CM assumed he was Californian. Or the CM just overlooked that important fact.

Out of state you do have to full price up front, yes. In your coworker's case, he will have to pay the difference between what he paid for his 3 day PH and the level of AP he wants (Deluxe, Sig, Sig+, Premier).

I was 99.9% sure it was misinformation but was hoping not. We plan to get APs soon and it’s a big chunk of money all at once!

Ugh, I wish you were right! However, I'm sure at the point of payment the CM would realize he was out of state and require full amount. It's hard to come up with so much at once.
