AP DVC Upgrade/Discount Inquiry

We are in the closing stage of purchasing our first DVC contract. We are going to try to go to WDW at some point in 2014 and are considering buying APs since we will be going more often each year. My question is would this be our best option considering the possibility of DVC offering the PAP discount at the onset of the new year (yes, we know this isn't guaranteed, DVC can offer any discounts or perks they want, we get it so lets just talk in hypotheticals) If we were to buy APs, would we be able to theoretically "upgrade" them to PAPs when the deal came out and get the difference in cost back? Would we be better off just buying park hoppers? Any suggestions?
 
We've taken advantage of both of the DVC premium AP specials. The first year, they were sold for $399 - a great deal. This year, they were sold for almost the same price as a regular DVC AP - maybe a couple of dollars cheaper.

You can upgrade your regular AP to a DVC premium AP if a new deal comes out. The price isn't prorated, and this year there would have been next to no savings. I don't think that Disney regularly gives refunds on upgrading. I would go ahead and buy the regular AP's and hope for the best.
 
The previous discount was the fall of 2012, none in 2013, so there's no guarantee there will be one the beginning of next year just because they had one this year.
