Has there every been a time that Disney hasn't had a discount for AP holders in Value season?

Yes, many times. Only over the past couple of years has there been more and more discounts available. When I first became an AP holder, room discounts were far and few apart. But last year there were no AP discounts for the month of September. I always recommend getting an AP if you need it for admission and if a room discount comes out, then that's just icing on the cake.
