Not true. Every adult in the party must provide a legal ID which shows residency. If their drivers liscence has a different address from yours, they wont get the discount. Sure you can order the vouchers with the discount ahead of time, but at the time you exchange them for the real pass, they will need to show an ID.
Agree with Diane - if you purchase the DVC discounted AP/PAP online or over the phone, you get a voucher which must be exchanged for the actual pass. Each adult must show ID and his/her Blue membership card to exchange the voucher. Those who are not members, must be immediate family members of the member and must show proof (like a driver's license) that they reside at the same address. Details of this are posted on the Members' Website.
If Cruella was able to get the actual DVC-discounted passes for children who do not live with her (not sure what she meant in her post), she got a CM who wasn't properly trained. That's not something I would like to count on.
