AP discount first then AP pass

Can I still call to get an AP rate and then get my annual pass or do I need a voucher first. Last year I called got an AP discount then went and got an AP pass for just me and our family just got regular passes. It worked great and saved me $$
I am confused because everyone is getting these AP discounts through best rate but I am no an Ap holder. We are going in April, so I know Ap rates probably won't be out till Dec. Is it worth getting my Ap pass now so I can check on the best rate or just wait and call ?

I would suggest getting the voucher if you want to get the best rate. However, I believe it is still only TA's who can use a voucher to obtain a best rate.

Not true. Just like Disneyjamie, I used my voucher to book an AP-discounted room online via the Best Rate Program. I am not a Travel Agent.
