AP and new water park

My daughter lives in Tallahassee for college. I am thinking of getting her an AP, the middle one (forget what it is called). How will this work once the water park is open? Will she be able to upgrade the pass to include the water park or will she have to pay separate?

I'm sure there will be upgrades available. It would be foolish for Universal to do otherwise.
