Ap and Jan rates

We are considering buying an AP for a 2006 or 2007 Jan trip. When do AP rates for Jan usually come out? Are they usually a good deal?

I have just bought my first AP this year. My understanding is it doesn't go into effect until the first use. So, if that's the case, wouldn't you be able to buy the AP now than wait a year? That way if prices go up you save $$.
