AP and FP+ limit?

We are DVC PAP holders. We have two trips coming up- April 16-20 and May 25-30. DS is not listed on the reservation for April because he only decided yesterday that he would indeed be coming along. He is listed on the May reservation and everything is AOK in MDE. (Annual pass linked etc).
I decided today to go ahead and make the FP+ reservations for the trips then later make the dreaded phone calls to fix the reservation.
April...no problem, copied our FP+ everyday to him
May.. After the first two days DS has used his fast past allotment. HMMMM? That is 7, but it is more than 30 days between trips, right? He also has a reservation in May shouldn't that overrule the AP 7 day rule?
I am perplexed... At the end of the day it does not matter because I am going to call and add his name to our April reservation but I am interested in what is the reasoning here.
