Anyone can purchase the EP regardless of whether you have an AP or not.

Just remember that the express pass you purchase is good for just one ride per attraction per day. You can't repeat the same ride over and over like you can if you have the unlimited express pass that comes with a hotel stay.

And depending on which AP you have, you could get discounted room rates for onsite stays to get those unlimited express passes
