It sounds like Anytime FP will be added to your account if a ride is down during your scheduled FP window.
Do you need to request it or is it automatic?
How does it work exactly if you see it in your account - do you just show up to any FP queue to activate?

Two recent posts appear to confirm that Anytime FPs aren't automatically given if a ride is down for technically reasons.

In my experience, when 7DMT was downed due to lightning, the anytime FP appeared almost immediately. We saved the Anytime to use for 7D later in the day and Modified our 7D for a different ride.

You'll receive an email and it will have a list of available rides you can use your anytime FP on. It won't be any ride. For instance if it's from Space Mountain going down, 7 Dwarfs won't be included as one of the rides you can use it on. I imagine same would go for Frozen at Epcot if you get one there.

If you can't access your email via smartphone while at the park, you can go to the ride that went down and the CM's there will have a list of rides your anytime FP will be good for
 
In our experience, when a ride was down (for us specifically, it was Pooh), they automatically *changed* (they did not add another FP to our 3) our Pooh FP to an anytime FP for several rides around Fantasyland. It did not include 7DMT. I cannot remember if it included Peter Pan. This was in June.

Renée, I think they have updated/altered Anytime FPs.

Some DISers are reporting Anytime FPs that don't have exclusions. We received one of those in September when 7D was downed due to lightning.

Others have been given "Re-entry" FPs when FEA broke down when they were in the FP line. Those FPs were also good for any ride at any time.
