Anyone up on used car laws in NJ?

My sis bought a car from a guy who is a dealer without an actual lot...the car says 42,000 miles and the title says 42,000 actual on it. DH works at a dealership and ran a report on it. Well, in 2001 this car had 48,000 miles on it AND WAS IN A SERIOUS ACCIDENT. It is ILLEGAL, right, to roll back an odometer?
