Anyone know what kind of tree/shrub this is?

I saw this droopy thing and pulled over and took a pic. I love it but don't know what it is.
 
Does it have leaves or needles?

It looks like the top of a willow tree grafted onto something else, which appears to have stunted the growth of it.
 
It looks like maybe a Weeping Blue Atlas Cedar.
 

No idea. But it looks like all the trees around Dark Kastle at Busch Gardens Williamsburg!!

Today i saw a few more in other yards. If there was someone out I'd stop and ask, but I didn't see anyone.
 
Could be an evergreen, hard to tell without a close up.

Also weeping cherry trees are popular to plant as specimen plants.
 
DH says he thinks its a Weeping Yaupon Holly. Just not a healthy one like this one.

I think it's a weeping mulberry tree. There are several around here and I finally asked someone what kind it was.
