Anyone ever used Photo Explosion Deluxe?

I just got this software and I am hoping I can use it to make some of these great designs like you guys, or atleast try , but I do not know if this is the right software. Please Help!

I have never used it myself. I use Microsoft Digital Image 2006. A lot of designers and digi-scrappers use one of the Photoshop programs. What kind of features does it list (such as filters, cropping tools, etc.)?
