I am sure it is discouraged. I have no problem with the re-using of towels, and we had laundered them once, but all of ours were in the bathtub as requested for change-over, and were wet and stinky. As was I! I had the choice of scammin' some illegal pool towel, or offending half of the restaurant at dinner.
After waiting over an hour after informing them we had been skipped, time was up and hence my illegal move.
As an aside, I did return the pool towels to the pool towel receptacle.
