I'm fair skinned, prone to swelling ankles, and get this every-so-often, and once you get it once, you seem to be more prone to get it, like your body is primed or something... First time it happened to me was during marching band camp at the end of summer in college....
One thing that's helped me is to stay ultra-hydrated and ultra aware of my body. I'm prone to getting the sock to calf rash if I'm not careful, and I've learned to watch my legs carefully for signs, and make sure that I'm drinking LOTS of water, and taking in dark rides/ AC shows, and propping my feet up when eating. Doesn't seem like much, but I've found that by paying attention to little signs, and following this, it stops the rash from starting. Once I've gotten just a little bit of the rash, it's all down hill, and it'll start growing. One thing I've found that helps a little bit once it starts is soaking my legs in cold water- either running the shower head on the rash, or soaking my legs in the tub as cold as I can stand it. Or, if I'm in the parks, dousing a handkerchief with cold water and covering my legs... The pool doesn't work because the chlorine irritates it for me...
