I'd choose Hilton Head only because I think your children may like the beach better (due to their young ages) than the other choices. Have heard from family who are "heavy duty beach people" that Hilton Head isn't really that "child friendly". Just one visit there with their children did them in. Children whined and complained the entire time BUT it was because their children were familiar with Myrtle Beach and missed all the excitement they found there. But, you can't miss what you don't know!

Williamsburg or HH.

I've been to all but Branson - granted it's been 10 yrs since Gatlinburg & a couple of decades since Williamsburg. I am trying to figure a time to get my kids to Williamsburg. I believe Jamestown is having a huge celebration this year.
Hilton Head is nice. Other than the beach and bike riding, there isn't a whole lot to do.
Gatlinburg is nice. Not sure I could fill a week there.
