Anyone a Kansas State Employee?

I was told by a state employee that their retirement is going to consist of the average of their last three yearly salary, which means they will be making, after retirement, what they make working. If this is true, that has got to be the best deal in Kansas!
 
Not in Kansas, but I know DH who is a state employee here in NH, his retirement is based upon the BEST three year's salary....generally it's last three years, but not always.
 
So if his highest three salaries were $30,000, $30,000 and $30,000 - the average being $30,000, then his retirement salary will be $30,000 per year?
