Yes probablyI'm not sure when they will return, but if and when they do, I'm willing to bet they are going to cost even more than they did before covid and with less options.
I desperately want them to return, but I don’t think there’s a chance to see them as they were. I’m guessing prepackaged desserts like they did with the Fantasmic dessert pkg. Honestly we did it for the viewing area- they could just sell me that and I’d buy. And yes, price will go up and they’ll offer less. It’s been that way since they first reopened.I'm not sure when they will return, but if and when they do, I'm willing to bet they are going to cost even more than they did before covid and with less options.

If they do come back, and seeing as they are a big money maker for Disney I don't see why they wouldn't, I'd be surprised if they start before October 1 in MK. With the new nighttime show debuting and utilizing projections on MSUSA, the pre-Covid viewing area won't be as optimal to take everything in. I don't see Disney starting it up, training and re-training for it to be like it was pre-Covid and then have to invest the time and money to change it all a couple of months later.
They don't need to bring it back as it was, a pre-packaged dessert party or what the heck, just sell off the garden area as an add on. Neither require much training or a lot of staff.
I have no clue what they'll do with the new show, but as I said, it really doesn't affect the next couple of months. New show or not, I wouldn't expect a full dessert buffet to return anytime soon.
At the Fantasmic dessert pkg, you simply checked in, walked by a table manned by 2 CM’s, picked up your dessert packages and beverages, then went to the assigned seating area. It couldn’t have been easier and required 3 cast members to operate. We’ve done it a couple of times and really enjoyed it. In the case of the MK, pickup stations could be right at the entrance to the garden areas. Personally, I have no problem with losing the buffet style and the hassle of getting from the eating area to the garden. They could do it like the World of Color Desert Party was at DCA - each party was given a table and a platter of the deserts was brought to them, I think in a few "courses" before the show. It wouldn't be a buffet, but it would limit contact. Then again, we seem to be moving away from those concerns anyway. The WOC parties were also NOT all-you-can eat - they brought the servings and that was all.

And I don’t see them passing by the opportunity to offer an easy, low overhead option that they can charge a lot of money for. It doesn’t take a team of engineers to figure it out. I don’t think they’d offer it because they care, they’d offer it because it would reduce congestion and most importantly, make them money.October 1st will affect the next couple of months, whether guests like it or not. Disney isn't going to put out something now, at a fraction of what it used to be (and probably charge more for it), only to take it away and not have something to replace it October 1st. The next 3+ months is spring training, it's pre-season. They are working out the bugs and training new people for countless jobs. Right now you care a whole lot more about your trip than they do. They don't care as much about what guests think or say right now because they have their excuse of still trying to get things back to normal (it's a sad, honest truth). Come October 1st, that excuse expires because all they have wanted is for people to focus on that date. I don't see them doing anything now that they don't have a plan in place to do 10/1. That is why a new show does affect a dessert party for HEA.
Park Events Operations, the department that in addition to many other private and special events, put on all the dessert parties at Epcot and DHs has and continues to hire staff. Talking with the CMs, I was told that they fully expect the parties to resume once the reorganization and staffing is completed. It's going slowly because many of the former PEO CMs have either transferred to another department or left the company. They suggested I come out of retirement.

I have the dessert party page opened in a tab and I am constantly refreshing hoping for something to change.
I have never done HEA without a dessert party, and wont start now.
I did snag a TPV at BLT a couple weeks ago before the fireworks announcement, so we may just watch from there, but not the same. I'd prefer to be in the garden.
I did switch my park reservations around so we can do MK Sept 30th, so there's atleast hope for then.
