If you stay at an offsite hotel and you want to rent the surry bikes at WL can you do that?

Yes. When staying offsite you can rent any of the amenties that offer that option at the resorts (water mice, etc.). About the only thing you can't do at a resort when you are not a registered guest is use the pool. Have fun!
