If we have FP for TT at 2:00 and also using RS, and IF Soarin or Frozen either on are open by our trip, will we have time to get to that ride by a 3-4 FP? Mostly needing to know how long it will take us to go through TT twice with FP and RS.
When are you going? The thing about TT is whether or not the ride will shutdown while you're in line. I've been there many times with FP & just been waiting BC it got shutdown temporarily. If you planned for TT @ 2, & another closer to the 4 side of the window you'll probably be OK.

I'd categize that in the same way. Queues tend to be a bit on the long side like TT even with FP (at least when I've gone), & the ride seems to stop loading temporarily on a somewhat Frequent occasion.

This. If you have a FP+ for Test Track, you won't be able to get one for Soarin' as they will both be Tier 1. Chances of Frozen being Tier 1 are, also, almost 100%. You will most likely only get to choose one of these rides for FP+
