As others have pointed out, your numbers are a bit odd. I budget $100 per person for a 7 night cruise. The suggested tips come to $84, and the $100 just makes the calculations easier. Then I throw in a little extra for "fudge factor."
The suggested tips include your stateroom host and your main dining tips. Anything beyond that is your choice. (technically, that amount is your choice, but.....) The Youth Activities Counselors (Oceaneer's Club/Lab) are not a tipped position. If you give them a cash tip, they are not permitted to keep it. It must be turned over to the manager and the pooled tips will be used for a department party. I'm not sure if this policy applies to the babysitting in the nursery or not.
Room service--$1-2 per person getting food.
Palo--$10 or more per person dining.
Excursions--you are generous!
Spa--OK, I don't count that in the tip budget; I put it in the spa budget if I opt for those services.
