Annual Passholder buying Military tickets for family

My husband is retired military and eligible to buy the military 4 day salute tickets.

He is an annual passholder and would like to purchase 5 military tickets for family that will be vacationing with us this July.

Does he have to purchase a military ticket for himself even though he already has an annual pass?

He does not need to purchase one for himself. He just needs his military id to purchase the tickets.
