How come disney doesn't offer a monthly payment plan for all guests when they offer it for Florida residents?

They do the same thing here in CA. Monthly payment only available for CA residents. It used to be for only southern CA residents too. Now I think it's for the whole state. They still only offer one of the levels of passes to southern CA residents.

Because the contract is set to comply with Florida laws. If there is to be any legal actions (brought by Disney or the Guest) there is only one set of laws (and jurisdiction) to contend with.
