You can purchase a dining plan if you have an AP?

Yes, you can purchase the dining plan with an AP, just be very specific when making your reservation that you have an AP, so they dont add tickets to your package.

But if you purcahse the Table in Wonderland card, you get discounts at, I believe all Disney TS restaurants, which is a better discount. It's been awhile since I had an AP, so I can't remember exactly which restaurants were included.

Yes.
If booking by phone just tell the cm you have AP & want to book a ticketless 'package', unless it is for free dining then you would have to purchase the minimum number of tickets which I think right now is a 2 day base ticket. That ticket you can save & use to upgrade when you renew the AP.
Once you get the AP you can register it online at the passholder's site & then see all the specials & book from there.
 
Tables in Wonderland is a dining discount card that is only available to AP holders and Florida residents. It costs $75 for an AP holder, and offers a 20% discount on food and drinks (including alcohol) at most Disney table service restaurants, as well as at counter service restaurants at the value resorts and a few at Animal Kingdom. AP discounts aren't out for fall yet, but I'm sure when they're released you'll see it here first.

I have had an AP for 3 years & have thought about the TIW, but.....I can't seem to wrap my head around the fact that even tho you get a 20% discount, they also charge you an 18% gratuity (obviously not at QS) so doesn't that mean you are only saving 2%????

You need to factor in the gratuity that you would ordinarily leave. I have always had excellent service from the wait staff at WDW & often leave a gratuity greater than 18% of the full price of the meal (before any discount). The way I see it is that I am pay for my meal & the gratuity for the cost of the meal with no gratuity. :thumbsup2

Only if you don't ordinarily tip. Otherwise the gratuity just takes the place of what you'd normally leave. For me, it actually saves a little more than 20% simply because I usually tip 20% but when my tab is subject to an auto gratuity I just pay the 18% unless the service is exceptional.

Plus the discount comes off pre-tax, so you save an extra 1% or so there.
