Just back from our trip, we were in Animal Kingdom on Friday, May18th and the building is currently under construction. I could see workmen sitting on steel beams and blocks of concrete.... it will be awhile.

Yes, and Restaurantasaurus is becoming a CS. This is a different place going up in Asia.

Does anyone know what type of food that they are going to serve?

There's no menu available yet, but in a press release earlier this year, it said they would have "pan-Asian and Asian fusion" food. I'm hoping that means several different Asian regions are represented- maybe some Indian, Thai, Korean, Chinese, etc.
