Anaheim bans short term rentals (question)

so, for over 10 years we have rented homes near WDW, and thougth we would do the same on our planned trip to Disneyland in march 2018.
found a bunch on VRBO, wrote to over a dozen. most came back with a quote "our home is available" .
but a couple wrote back it was unavaiable as they can't rent a STR in 2018,
ok, so what was this?!. I did some research & found out Anahem was banning the STR's after feb 2018 (from a city ordinance adopted in aug 2016)
hmmm, so I asked a few of them about this, some said there was no problem renting their home ( well i gather they would be the ones fined if they did, so why say its good if it wasn't)
a couple others say well, just to make sure call back in a few months.... others are on the fence.
, .so what do any of you really know about it/?
i'd like to book now, and practically every one says there is a 100% refund if you cancel within 60 days. but should i worry we plan this & then find out a month before we arrive they can't rent it out? or get refused to check in ?
another owner said they revised this ordinance this month, but i can't find a link on Anaheims web page.
I suppose i could look outside of Anaheim, but really didn't want to travel any farther than i have to. I found one in Yorba linda, but sheesh the owners gives no refunds.

Hi ... this is what I've read:

* February 18, 2018: date short term rentals must cease operations

* Owners may apply for "date extension" due to "hardship" reasons & if granted (not sure how long) they can operate past the February 18, 2018 date otherwise last date of operation is February 18, 2018

Suggestions:

* Rent only from owners who have a "license" to rent. Short term rental owners are required to have a "license" in order to rent otherwise they are renting "illegally".

* Anaheim has been cracking down on "illegal" rentals. What this means to guests is that during your stay, you risk having your utilities shut off because the city runs it's own electricity and water systems. Here's an article which you may find interesting regarding shut off of utilities:

* For safety sake, I would only rent from someone "before" the deadline date UNLESS the owner can prove that they can legally rent "after" the deadline date (again ... rent from an owner with an operating license ... if they do not rent within the legal parameters, I cannot trust them ... it's already "shady" business from the get-go).

* Also, you might want to have a "back up" plan for your accommodations in case the owner decides to cancel your booking prior to your arrival (I've read that some owners may try and sell their property before the deadline date in which case your reservation will likely be cancelled due to the sale of the property). You do not want to be stranded without accommodation!

Just don't believe book a short term rental in Anaheim for 2018 going forward. Stay in a hotel or reserve a short term rental in a neighboring city. It's not worth the hassle of being without a decently priced place to stay last minute.
 
Personally, I wouldn't risk renting in Anaheim from a private party for dates after 2/18/18. There's just too much uncertainty about how this ordinance will be enforced. Most owners require a deposit at the time of booking of up to half of the rental cost. If the rental does get shut down, you would then have to fight to get that money back, which may or may not be easy. I would either look at surrounding cities for rentals, or go with a hotel suite.
 

Check to see if short term rentals are allowed in Garden Grove. We often stay in hotels there and they are generally walking distance to the parks. I would not risk renting in Anaheim. I know some owners probably think they can still get away with it and maybe they can. The point is, maybe the can't. One neighbor complains and it could ruin the whole vacation.

Normally rentals are great for our family but this ^ is the reason we’re going with hotels for the 2018 stays
