We ate there in dec and were very pleasantly surprised. The food and service were both very good. We shared 2 entrees and two desserts and they were tasty and seemed well-prepared with high quality ingredients. Much better than we expected from a random hotel restaurant. When the manager came to check on us i told him so, and he mentioned the B had recently hired a chef from a swanky miami restaurant and he was fantastic.
We ate at around 6 and the restaurant was about half full. During our week at the B we never saw it totally full. I would guess you'd be ok without a reservation.
There is valet parking and a self-park lot for hotel guests. Not sure what they do for restaurant visitors, but I'd imagine you could at least valet. There is a charge and i don't know if they validate. You can also park at the garage at disney springs and take the footpath to the B - it's about a 10 min or less walk from the closest disney springs garage.
