Yes, I believe they are. We've been on dining plan the last two years so have not had to use it. But I am positive we did the last time we paid for our meals.

are accepted all over Disney. They will also accept cash, Disney Dollars, Traveler's Checks, and, at the Resort Front Desks, personal checks.
