American booking DLP package, pay in full now?

Today I finally broke down and phoned DLP intending to book my vacation. I knew that if I booked on the internet that I had to pay everything up front, but I thought that if I called them, I only had to pay 10% down and the rest would be due later. However, on the phone call I was told that I would have to pay the full amount now.

Is this a new policy? Is this only because I'm American?

The rate I was quoted was $1796 USD (the same as online) for a five night stay at the Hotel New York. There are currently no specials for my dates October 12-17. I asked if there might be promotions released if I waited to book. The CM said it was possible but unlikely since Halloween is such a popular time to go to the parks.

Do you agree?

I also asked if it was possible to book room only if I was interested in purchasing an annual pass. He said there was no way for an American to do this (implying other nationalities may have luck? but I didn't ask further).

He offered that I could buy the annual pass when I get there and try my luck at booking while there. But that sounds way too stressful!

So, just looking for some advice on what I should do now. Is it worth calling back to talk with another cast member? Could this one be misinformed?

As you have probably read in other threads the experience with CROs can be variable. I would definitely thinkabout trying again regarding the need to pay the full cost at the time of booking.
It may be that the booking conditions and terms are country specific, but hopefully others from USA can confirm their experiences.
