Ambiguous Transfer Guidelines

Hi, all!

I understand the essential transfer rule of "one per year", but I need a bit of clarification on a specific situation:

If a member transfers to another member, does the "one transfer a year" apply to the Use Year in which the transaction was completed? Or, does it apply to the year the points came from?

For example, if I transfer points now (Feb., 2010), to another member, but the points I transfer are my March 2010 points, will I have used my one transfer for 2009, which is the UY I am currently in (although I have no 09 points left), or, did I use my one transfer for 2010, which is the year of the points I transferred? (BTW: The recipient of the transfer is using them for a June 2010 reservation; so, my 2010 points were transferred and added to his 2010 points.)

I look forward to any clarification that can be provided.

If you transfer points from your March 2010 use year, then you have used your one transfer for March 2010 use year. The recipient has then used his transfer for his June 2010 use. It is one transfer (in or out) per use year. Points retain original Resort and use year, btw.

After receiving mixed messages from both member services and DISboard members, I asked to speak with an MS supervisor this morning, who was very helpful and seemed very credible, in hopes of settling my transfer question, once and for all.

She clarified this:

The one transfer in/out per year applies to the status of the POINTS being transferred, NOT the day I call to make the transfer.

For example: I have no 2009 points left, but I am still in my 2009 UY. I have all of my 2010 points available and I want to transfer them to a friend, who wants them for his/her 2010 UY. So, I call MS during my 2009 UY and transfer my 2010 points to my friend. I have now used my ONE transfer for my 2010 UY, even though I called to make the transfer during my 2009 UY.

I know this has been a subject of mixed messages, so, perhaps this helps clarify. The supervisor I spoke with seemed very sure, and indicated there is no "gray area" regarding this. She also said that this is one of the subjects that her MS representatives ask her about on a regular basis.

This is the technically correct answer that you have received. Some have had other experiences when transferring a UY ahead though. In your case it really doesn't sound like it would matter unless you wanted to do 2 transfers next year in that you won't be transferring 2009 points anyway.
 
What you were told is the exact opposite of what I was told 2 days ago by a 19 year verteran (who QA refered me to about another issue) who has been reviewing the transfer situation. It is supposed to by by actual date of transfer and what year each member is in. What you were told is what I was told 2 years ago that is not correct. This is why transfering is such a mess, there is no manual for it and 5 different ways to interpret the published information. Call QA and get it straightened out.

FYI: I spent some time discussing this situation with Travis of the DVC Member Satisfaction Team and he reiterated what the previous supervisor told me regarding this issue. Essentially, the one transfer a year applies to the year of the points being transferred, not the date the transfer call is made.

I know that some DVC members have not only been told different information, but they have probably even conducted a transfer under "alternate" rules; however, Travis was very clear regarding the one transfer being dependent on the year of the points being transferred, not the year in which the transfer is made.

SO, I made it very clear to Travis that there is MUCH misinformation floating around "out here" and that many of us are being told different things from MS. He was genuinely concerned and, even as he attempted to explain the transfer "rules" to me, he could see the ambiguity in the verbiage of the transfer guidelines. So, he said that he would discuss this with the floor supervisors in MS, in hopes that we will all begin to get the same message. I suggested that the written guidelines regarding transfers be re-written to focus on the points, rather than the UY during which the transfer phone call is made, but I do not know if that will ever be done.

I know this is completely opposite of what bookwormde was told, but I thought I would provide an update with what I was told.

Thanks for working hard to try to get this clarified. It certainly, IMO, makes it easier to understand if this is indeed the policy. Basically, I can transfer in or out points from one UY so if I want 2010 UY points, regardless of when I get them, that would be my one and only 2010 UY transfer.

This is my understanding of the rules but I do know if situations where the other interpretation was applied.
 
Just wanted to let you know that I have forwarded the "manual " that I have created. It is in keeping with what I have heard from "higher ups" (and other members) and it is going to "legal" for review. They are well aware that there is an issue now so hopefully within a month or 2 we will have a definitive policy for both the members and MS published. It does not surprise me that someone from member satisfaction would have a different interpretation, that is the only thing that seems to be consistent.

Transfers are another DVC hole that they refuse to fix. We have had the rule applied both ways in the past. :confused3

I gave up trying to fix MS because they don't care. The written information that I supplied last year was returned by legal as "unsolicited material". I was told that it is against corporate policy to accept anything from the public. The Disney Manager that I was working with stopped taking my calls and won't return my voice mails. :sad2:

Another transfer problem is that the MS computer system doesn't know what to do with the transfered points. We transfered points from one of our contracts to another and the points appeared under 2 different UY's under the receiving contract. MS never did get it fixed. A manager had to override the system when we wanted to use the transfered points.

This was forwarded to "legal" though member satisfaction, I will be following up regularly to make sure it does not get "dropped". It was also being sent to the person(s) resposible for this area.

Don't hold your breath.

Actually this is quite easy to fix, at least as much as anything IT related can be. All you do is set up a dummy membership account that matches the specifics of the points transferred in. It would be easier for them if they make the rule that the points assume your same UY but it is not necessary to the ability to make my suggestion workable. Or they could eliminate transfers altogether as most similar systems do.

I doubt that will matter either. Most likely is they'll tell you their doing it and things will be the same next year as they are now.
