Well, this is long-range thinking, not something that is going to be done overnight. Even then, of course, we're talking about a lot of money, so it needs to be viewed from the return on investment angle.

Disney wants to sell DVC units and fill hotels -- as long as they have excess inventory, there's little incentive for them to do much expansion at all. But if they're to the point (or can foresee a point in the not-too-distant future) where they're going to build more DVC and/or hotel units, then they're going to have to make sure that the guests have enough to do so that they will be enticed into buying DVC or hotel packages.

DHS and AK are clearly parks that both have the room and a need for expansion if Disney is going to continue to build and expand resorts. Expansions will increase park capacity and provide an interest "hook" to draw visitors to the resort complex, especially high-profile attractions like the one being discussed here.

Now, since DHS already has one Star Wars attraction, adding a second seems a little odd unless they're going to theme a section of the park around it. They'll already have the major rides (a D-ticket and an E-ticket), so taking it a step or two further isn't as far-fetched as it might appear on the surface. Converting the IJ stunt show to a SW stunt show gives you a third attraction without a huge amount of overhead. I've seen it suggested to convert the Sounds Dangerous space to Yoda's Jedi Training, using the same interactive technology as Turtle Talk and Monsters Inc. Laugh Floor. Edit: And the Backlot Express CS location can probably be rethemed to be the Star Wars Cantina.

At this point, you've already got a fully functional "Star Wars Land" up an running for the cost of one major attraction plus two minor ones, both of which use existing infrastructure and/or engineering. Add to that some visual theme elements in that area of the park (building facades, signs, statuary, landscaping, etc.) , and it's enough to get it started and launched with a decent amount of fanfare.

Additional expansion (one or two more rides, restaurants, etc.) can follow down the road.

Will it happen? Probably not. But simply saying it won't because it costs too much ignores the old adage that it takes money to make money -- if Disney wants to continue expanding their DVC resorts and hotels, then they're going to have to consider adding to park capacity, and doing so in a way that makes people choose Disney over other destinations.

Additional edits: From a park layout perspective, one option might be something like the image attached, below. There are currently some backstage buildings in the area beyond Star Tours and the IJ stunt show -- these can be relocated and the space used to build the "Death Star Dogfight" (or whatever it would be called). This would be location "#" on the map. Location "3" (Sounds Dangerous) might be Yoda's Jedi Training, location "4" would be a revamp of the IJ stunt show to a SW theme, and location "5" remains Star Tours. Location "D" (Backlot Express) can be refurbished as The Cantina. The dark black lines indicate the "borders" of the "land":
