Are fastpass machines started up and running during morning EMHs? I'll be in Epcot during EMH and am trying to figure out if I need to run for a fastpass before getting on the first ride. Thanks!

Yes.
Generally, on the "biggies" they are open, first thing.
In Epcot, the Soarin' and Test Track FP machines are up (and busy) during AM EMH.
